IRS Guidance Allows Workers’ Payroll Tax ‘Holiday’

The IRS issued Notice 2020-65, allowing employers to suspend withholding of eligible employees’ Social Security payroll taxes through the end of 2020, to be repaid in 2021, with many employers’ questions left unanswered.
