California Adopts Confusing FSA Notification Requirement

California recently enacted AB 1554, which requires employers to notify employees of any “use it or lose it” deadline to withdraw funds from a flexible spending account (FSA) before the end of the FSA’s plan year. The law takes effect Jan. 1, 2020, but many compliance issues remain unanswered.
